CHINA has a new budget carrier, only the fourth private sector operator to date. Spring Airlines has been launched with a fleet of three Airbus A320. It is based at Shanghai's Hongqiao Airport, still very active in spite of the opening of Pudong International in 1999. Its first routes include the eastern coastal city of Yantai and Guilin, a popular resort area well to the south west of Shanghai. The airline only takes bookings over the Internet (in Chinese for now) and says its cabin service is limited to bottled water. And since China is still officially a communist state the airline's fares are cheap but do not undercut anyone.
