GERMANY has a new ”Air Transport Initiative” presented to the German Federal Minister of Transport by Frankfurt and Munich airports. It is based on a forecast predicting that German airports will move 256m passengers in 2015 ” an increase of 74% over 2003. The master plan mainly focuses on the two hubs Frankfurt and Munich and airports in Hamburg, Hanover, Berlin, D”sseldorf, Cologne/Bonn and Stuttgart. At present, these eight airports have a share of 86% of the total passenger volume in Germany and, according to forecasts, this figure will increase to 88% by 2015. It says that bottlenecks at Frankfurt and Munich must be prevented encouraging airlines moving to neighbouring European hubs. The partners of the Air Transport Initiative see the need for further expansion at the airports in Berlin and D”sseldorf. Echoing similar comments in the UK the master plan notes that failure to act or a delay in enhancing air transport capacity would bear enormous economic risks. All the airports are worried by what they call the using "conversion projects" during which former military bases are transformed into civil airports with great effort and mainly public financing.
