Heathrow runs the risk of a hefty fine if a repeat performance of the snow chaos is seen next year, under new powers to be given to the Civil Aviation Authority.
According to reports, the authority is likely to be given more muscle to punish airports and even remove their operating licences.
Speaking to the Daily Telegraph, Transport minister Theresa Villiers said since the recent snow-induced travel, the government has made it a target to fast-track plans for changing the way airports are regulated and introduce key performance targets.
“The recent episode reinforces the necessity of reforming airport regulation,” she said.
For example, a new “winter resilience” target will be introduced, said Villiers.
“Most of the penalties will be tougher,” said Villiers. “There will be more flexiblity for the CAA over how they levy penalties. The regime will be more rigorous and demanding.”
