EUROPEAN TRANSPORT COMMISSIONER Jacques Barrot is planning an EU - wide blacklist of airlines whose aircraft are grounded on safety grounds. Speaking after the recent spate of fatal crashes M Barrot is reported to have said to France Inter radio last week that such a blacklist is vital. Under existing powers a national civil aviation authority can ground an aircraft operating within its realm of influence if thought necessary and this has happened from time to time with the UK CAA regarding foreign carriers. The minister was unable to explain how airlines in non - EU countries could be monitored.
