DEREK TWIGG had barely been proclaimed as parliamentary under secretary
of state, responsible for transport (or transport minister) last
Tuesday, when he was making an announcement in Parliament that the
Heathrow night limits will not increase above the current levels until
October 2012 at the earliest. Following rumours and lobbying, the
statement was still something of a surprise and did not cover Gatwick
or Stansted. A full statement on the three airports is expected by
the end of the month, although ABTN has already been contacted by one
wag who suspects that the MP for Halton does not actually know where
Gatwick and Stansted are.
